Performance tiers categorize individual contributor performance into four distinct levels:

#1. Set Context-Appropriate Expectations

Remember that these are baseline benchmarks. You should adjust expectations based on:

  • Seniority Level: Junior engineers won't hit Elite numbers immediately
  • Role Type: Platform engineers may have fewer but higher-impact PRs
  • Project Phase: Discovery/research phases may show lower PR counts
  • On-Call Rotations: Support weeks naturally reduce PR output

#2. Focus on Trends, Not Snapshots

A single Low month doesn't mean someone is a low performer. Look for:

  • Consistent patterns over 3-6 months
  • Improvement trajectories (moving from Medium → High)
  • Regression patterns (dropping from High → Medium)
